What will you do?Bixal seeks a Grants and Contracts Manager for the upcoming USAID Innovation Design, Execution, and Acceleration Support (IDEAS) Project, under USAID's Bureau for Development, Democracy, and Innovation (DDI) Innovation's Innovation, Technology, and Research Hub.

The purpose of the activity is to provide design assistance, technical expertise, and acceleration support to bolster USAID open innovation programming. This includes increasing the uptake of innovations in an appropriate market or context; disseminating knowledge within USAID and the wider development community; and capturing open innovation best practices, successes, and lessons learned from both the innovations themselves and the programs supporting them. The Grants and Contracts Manager will provide grants delivery and management oversight for Grants Under Contract.

They will conduct due diligence for awards, oversee the development of work plans and grant milestones, and provide financial, contractual, and operational leadership and support to the grantees, ensuring contract compliance, and liaising with the clients on issues related to grants management.Important noteThis is a full-time proposal position contingent on contract award.Responsibilities:Oversee the design and management of grants related to open innovation programs and investments.

Oversee the development of a Grants-Under-Contract's manual that will include grant selection, award and management processes and procedures in accordance with USAID guidelines.Oversee the development of work plans and grant milestones, and provide oversight to grants under contract.Lead the analysis and evaluation of grant submissions for compliance with USAID regulations.

Manage the grantees selection process, organize and schedule interviews with selected applicants, and organize and facilitate evaluation committees.Manage the due diligence process associated with grant applicants and innovations.Review technical and financial proposals from applicants including negotiating annual budgets and review grantee financial expenditure reports for accuracy.

Ensure effective management of grants and performance monitoring of grantees.Oversee the development of reports on grantees performance to USAID.Provide financial, contractual, and operational leadership and support to the grantees ensuring contract compliance.

QualificationsBachelor's Degree in business administration, public administration, public policy, or a related field.At least 10 years of experience managing grants on complex international development programs, preferably for USAID.At least 5 years of experience managing grants under contract on a global USAID-funded project.

Strong background in project management, financial management, and organizational development.Demonstrated leadership, strategic thinking/planning, management, and presentation skills.Demonstrated experience in managing grant awards and/or working with small and medium size enterprises.

Be an expert of USAID rules and regulations about Grants Under Contract (GUC).Considerable academic credentials and experience in administrative and financial management as well as managing group dynamics and high-performing teams.Must possess experience managing similar multi-faceted projects in the past.
